Camera Underwater

Would it be a good idea to use a ziplock back to store a cellphone or a camera for underwater at the beach?
I want to use my Camera Underwater to take pictures and I want to keep my cellphone with me at all times so no one could take it. Has anyone done this with a ziplock bag?
There are special waterproof containers that will protect your cell phone and others designed for use under water shooting with Digital Cameras.
